CYberSynchrony – Open Call 3

This call is focused on strengthening collaboration between countries for European cybersecurity, promoting shared response mechanisms and mutual assistance in the face of cyber threats.
Main Objective

The call promotes projects which:

  • Facilitate cross-border cooperation in cybersecurity between EU Member States.
  • Enable the secure exchange of real-time threat intelligence and joint coordination of responses to cyber attacks.
  • Organise joint cybersecurity exercises or develop collective incident response mechanisms.

The focus is on coordinated mechanisms between countries, not just local or sectoral solutions.

Who can participate?

Consortium participation (compulsory):

  • Only consortia of 2 or 3 entities are eligible; individual applications are not accepted.
  • The coordinator of the consortium must be an SME (SME).
  • Other participants may include:
    • Research organisations or universities
    • National public authorities/ cybersecurity agencies
    • Start-ups
    • Other relevant actors with experience in international cybersecurity cooperation

The collaborative structure is essential to demonstrate cross-border coordination capacity.

Budget and funding
  • Total funding per project: between € 100,000 and € 200,000 per consortium.
  • 100% financing of eligible costs.
  • Payments structured in three phases:
    • 30 % prefinancing
    • Up to 40 % after intermediate deliverables
    • Balance at end of project
